The compliance of a food contact material is validated by an in-depth study of its composition and inertness criteria, depending on the type of contact and the regulatory reference taken into account. The European Framework Regulation (EC) no1935/2004 is explained for paper/board by two main reference texts: the MCDA no4 sheet of the DGCCRF for France and the XXXVI recommendations of the BfR for Germany. For the United States, the FDA texts (21 CFR §176) should be taken into account.
Paper and food manufacturers and R&D teams are faced with the complexity of these standards and their technical application.

Context and implementation
The CTP has high-performance analytical resources for checking the purity requirements of fibre-based materials: primary, secondary and tertiary packaging, moulded cellulose packaging, tissue paper, multi-layer paper and cardboard that may contain plastic, and recycled fibre-based packaging.
To achieve this, the CTP relies on its sensory, chemical and microbiological analysis laboratories, accredited by COFRAC Essais n°1-0552 (scope available on www.cofrac.fr) in accordance with ISO 17025.

Description of the services
Technical assistance for food contact consists of a quota of hours available throughout the year, enabling immediate response to questions from customers or suppliers, or questions about documents or GMPs. Material compliance is checked in stages :
- Verification that the composition is acceptable in relation to the chosen regulatory reference (France, Germany, Italy, Europe, United States, etc.).
- Identification of any restricted substances and worst case calculations.
- Selection of the relevant inertia criteria (chemical, sensory and microbiological analyses).
At the end of the service, advice or recommendations can be issued according to the customer’s needs. The CTP can also intervene in customer/supplier relations to ensure that confidentiality is not an obstacle to consumer safety.
